Foreign firms can take part, but Make in India local-content preference is strong. Firms from land-border countries (e.g. China) need prior registration.
Procurement portals
How to take part
- Track GeM and CPPP (GeM is effectively mandatory for central purchases)
- Check your supplier class by local content: Class-I ≥50%, Class-II 20–50%, non-local <20%
- Class-I suppliers within the purchase-preference margin (generally 20%) can win over cheaper non-local bids — consider local production or partners
- Land-border-country firms must register under GFR Rule 144(xi) (MEA and MHA clearance)
- Nodal ministries may set higher local-content thresholds
Local preference & limits
- Public Procurement (Make in India) Order 2017, amended 2020
- GFR 2017 Rule 144(xi), effective 23 July 2020
